Job Summary The Safeguarding Officer will provide expert dedicated support to ensure that safeguarding risks are identified and mitigating actions implemented through community engagement and outreach. The Safeguarding Officer will play an active part in contributing to in-country initiatives and mechanisms, and support analysis of safeguarding trends, risks and issues to maximize the potential for preventing safeguarding violations from occurring, and ensuring lessons learned are built into program design and implementation . The Safeguarding Officer will also provide technical guidance, and support the development and monitoring of country Safeguarding Action Plans. Main Responsibilities: In coordination with the Country Senior Management Team and the HQ Safeguarding Task Force, develop a continual and proactive PSEA & Safeguarding training completion strategy for all International Medical Corps staff and partners, as well as ensuring that training/awareness raising is provided for beneficiaries and affected communities. Conduct and facilitate trainings and refresher trainings on PSEA & Safeguarding. Disseminate new policies and materials as they become available. Properly receive PSEA & Safeguarding complaints at field level and channel complaints through appropriate reporting mechanism. On a case by case basis and under the direction of the HQ Safeguarding Investigations Unit, assist in the planning and participate in investigations into reported PSEA and other Safeguarding complaints. Participate in facilitating PSEA & Safeguarding capacity building activities (local and regional trainings and workshops, etc.) at field level. Liaise with PSEA & Safeguarding focal points from other NGOs and UN agencies in countries and PSEA Networks where established. Ensure the country program is aware of and where appropriate, contributes to, collective, inter-agency measures to prevent and address PSEA and Safeguarding violations. Maintain contact with HQ through Senior Advisor Safeguarding & Employee Relations for information-sharing regarding PSEA & Safeguarding resources and activities at country level. Maintain a working knowledge of PEP (Post-Exposure Prophylaxis) guidelines and how to refer to designated PEP custodian. Support the country team to ensure that the Safeguarding policies are included in all contractual agreements. Under direction of the Country Director and designated Safeguarding & SEA Headquarters focal point, support the development and monitor implementation of a country Safeguarding Action Plan (see Safeguarding Action Plan template for included activities). Support “risk mitigation” activities in the country program by providing guidance and assistance to the SMT and project teams with Protection Risk Assessments, and other Protection Mainstreaming efforts. Coordinate with protection actors and other relevant agencies in-country to ensure that an appropriate referral pathway is developed for use by International Medical Corps staff and is in place for survivors of safeguarding violations to access medical, counselling, legal, and other services as outlined in detail in the IMC “Guidelines For Supporting Survivors of Safeguarding Violations”. Play a leading role in guiding the work of other staff designated as safeguarding focal points. Other tasks as appropriate in the country context Qualifications: Experience in safeguarding, gender-based violence, compliance, or related field within a professional setting Good communication and writing skills. English is preferred Team player and able to maintain good relationships with colleagues Code of Conduct As applicable to this position, an individual must promote and encourage a culture of compliance and throughout the organization's ethics and maintain a clear understanding of International Medical Corps' and donor compliance ethics and standards and adheres to those standards. if this is a supervisory position, one must set an example of ethical behavior through one's own conduct and oversight of the work of others; ensure that those who report to you have sufficient knowledge and resources to follow the standards outlined in the Code of Conduct & Ethics; monitor compliance of the people you supervise; enforce the Code of Conduct & Ethics and International Medical Corps' policies, including the Safeguarding Policy and the Protection from Harassment, Bullying and Sexual Misconduct in the Workplace Policy, consistently and fairly; support employees who in good faith raise questions or concerns.
